  1. Functions of organs
  (1) To formulate development plans and policies for human resources and social security undertakings, draft laws and regulations on human resources and social security, formulate departmental rules and regulations, and organize implementation, supervision and inspection。
  (2) Formulate plans for the development of the human resources market and policies on the flow of human resources, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources。
  (3) To be responsible for promoting employment,We will formulate plans and policies for employment development in urban and rural areas,We will improve the public employment service system,Developing an employment assistance system,We will improve the vocational qualification system,We will coordinate the establishment of a vocational training system for urban and rural workers,To take the lead in formulating employment policies for college graduates,In conjunction with the relevant departments to formulate high-skilled personnel, rural practical personnel training and incentive policies。
  4. Establish a coordinated social security system covering both urban and rural areas。We will coordinate the formulation of policies and standards for urban and rural social insurance and its supplementary insurance, organize the formulation of a national unified approach to the renewal of social insurance relations and a national pooling approach for basic pensions, coordinate the formulation of basic old-age insurance policies for government agencies, enterprises and public institutions, and gradually raise the level of pooling funds。Jointly with relevant departments to formulate the management and supervision system of social insurance and its supplementary insurance funds, to prepare the draft of the national social insurance fund budget and final accounts, and to participate in the formulation of the national social security fund investment policy。
  (5) To be responsible for forecasting, early warning and information guidance of employment, unemployment and social insurance funds, drawing up response plans, implementing prevention, adjustment and control, and maintaining the stability of the employment situation and the overall balance of revenue and expenditure of social insurance funds。
  (6) Working with relevant departments to formulate policies on salary income distribution for employees of government agencies and public institutions, establish a mechanism for the normal increase and payment guarantee of salaries of employees of government agencies and enterprises and public institutions, and formulate welfare and retirement policies for employees of government agencies and enterprises and public institutions。
  (7) Guide the reform of the personnel system of public institutions in conjunction with relevant departments,To formulate policies for the management of personnel of public institutions and workers of government agencies,Participate in talent management,Develop policies for the management of professional and technical personnel and for continuing education,Take the lead in deepening the reform of the professional title system,Improve the post-doctoral management system,To be responsible for the selection and training of high-level professional and technical personnel,To formulate policies to attract foreign experts and students to work or settle in China (return to China)。
  (8) Formulate policies and plans for the resettlement of demobilized military cadres in conjunction with relevant departments, be responsible for the education and training of demobilized military cadres, organize the formulation of policies for the relief and stability of demobilized military cadres in some enterprises, and be responsible for the management and service of demobilized military cadres who independently choose jobs。
  (9) To be responsible for the comprehensive management of civil servants in administrative organs, to formulate relevant personnel deployment policies and special personnel placement policies, and to formulate national honor system and government award system in conjunction with relevant departments。
  (10) Work with relevant departments to formulate comprehensive policies and plans for migrant workers, promote the implementation of policies related to migrant workers, coordinate solutions to key and difficult issues, and safeguard the legitimate rights and interests of migrant workers。
  (11) To formulate the mediation and arbitration system for labor and personnel disputes and labor relations policies, improve labor relations coordination mechanisms, formulate policies on the elimination of illegal use of child labor and special labor protection policies for female workers and underage workers, organize and implement labor inspections, coordinate work on workers' rights protection, and investigate and handle major cases according to law。
  (12) To be responsible for international exchanges and cooperation between the Headquarters and the National Civil Service Administration, and to formulate management systems for staff sent to international organizations。
  (13) To undertake other matters assigned by The State Council。
